Federal Republic of the Philippines: Let Us Support Senate Resolution

The move for a federal Philippines is steadily gaining ground in the Senate. I am in favor of such a move. With the current situation in our country today - everybody wanting to be president by any means, divisiveness, too much politics, too much political power (real or imagined) concentrated in Manila, etc., it is time that we start fresh.

And let us start radically. Let us move for a Federal Republic of the Philippines.

Philstar.com: “Twelve senators want Congress to convene into a constituent assembly and amend the Constitution to transform the Philippines into a federation of 11 states.

Joint Resolution No. 10 was signed by Senate President Manuel Villar Jr., and Senators Aquilino Pimentel Jr., Edgardo Angara, Rodolfo Biazon, Pia Cayetano, Juan Ponce Enrile, Francis Escudero, Jinggoy Estrada, Gregorio Honasan, Panfilo Lacson, Francis Pangilinan and Ramon Revilla Jr.

The 11 states comprising the proposed federation are: Northern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom, Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao, and Bangsamoro.

Metro Manila shall be constituted as the Federal Administrative Region.

The resolution called on the Senate, with the House of Representatives concurring, upon a vote of three-fourths of all their members voting separately, to convene Congress into a constituent assembly and revise the Constitution to adopt a federal system of government…”


One thing of concern though, is that 11 states plus one administrative region I think, is just a bit too many. Seven (7) states and an administrative region would be better, i.e., feasible and sustainable:

1. Northern Luzon (Ilocos, CAR, Cagayan Valley, Central Luzon)
2. Southern Luzon (CALABARZON, Mindoro, Marinduque, Bicol)
3. Western Visayas (Western Visayas, Romblon, Palawan)
4. Eastern Visayas (Central Visayas, Eastern Visayas)
5. Northern Mindanao (Western Mindanao, Northern Mindanao, CARAGA)
6. Southern Mindanao (Davao Region, SOCCSKSARGEN)
7. Bangsamoro (ARMM)
8. Federal Administrative Region (NCR)

Meanwhile, an interesting insight on why Pimentel and the Senate all so suddenly changed positions regarding the charter change comes to light, courtesy of political pundit Mon Casiple:

“When MalacaƱang drumbeaters flew a trial balloon on another round of charter change a few weeks ago, it basically signaled the exploration, if not a serious attempt, at initiating the process. Of course, this will certainly be within the context of term extension.

However, a few were puzzled when Senator Pimentel launched a charter change initiative–ostensibly for federalism–just a few days ago. Just as swiftly, Secretary Bunyi announced that the Palace has no plans for charter change at this time.

The Pimentel move is supported by 10 senators, including Senate President Manny Villar. What gives? The logical suspicion–given the consistent anti-cha-cha position of most senators is that it is a gambit essentially to preempt a reportedly serious Palace decision to launch a charter change initiative in the few months remains before the 2010 election fever sets it. It is a political thrust designed to control the tempo on the issue and prevent it from endangering the 2010 elections…”

Still, whatever the underlying reasons are for this sudden change of heart among the senators, a majority of the provinces eager to get away from the clutches of Imperial Manila welcome the Senate initiative.

Let us support the move for a Federal Republic of the Philippines.

10) Southern Mindanao
11) Bangsa Moro
12) Federal Administrative Region

I have read recent articles about this endless and mind numbing subject where it should be interesting and worth while explorable option. The politics in the Philippines has always, for the past 40 decades been ill! Moreso in the last 2 decades with these current politcians.

The move to a Federal state is ver much applicable to our country but a certain move, I think, needs to be done through a plebiscite before a constitutional convention. Why not, educate the "common-tao" thru media on how it is all going to go and what it is all about. Try this for a year and tyhen have a plebiscite and see if the people are up for it. If the Filipino people says yes, then convene and change whatever needs changing. Our people have been thru a lot and I think we are all paranoid of a new martial law starting up, a dynasty building up somewhere or anyone extending a term. Look, isn't it about time we gave EDSA a rest and started giving the constitutional process a go? We all have to grow up before we can move on.
